Two files. Two jobs.
One file tells crawlers where they should not go. The other lists URLs you want discovered. Neither file can force Google to rank you, and robots.txt is not a privacy curtain.

Small-business SEO gets unnecessarily weird the moment somebody opens robots.txt and starts acting like it is a secret configuration file from NASA.
It is a text file. Your sitemap is another file. They matter, but they are not mystical. Most of the trouble comes from asking one of them to do the other one's job.
These three words get thrown into the same bucket, but they describe different stages. A crawler first has to discover a URL. Then it may request the URL. After Google processes what it found, Google decides whether the page belongs in the index and which version should be treated as canonical.
That separation explains a lot of SEO problems that look contradictory at first. A URL can be blocked from crawling and still be known. A URL can appear in a sitemap and still not be indexed. Neither situation means Google is ignoring the laws of physics.
Google describes robots.txt primarily as a way to manage crawler traffic. For a normal small-business site, that usually means the file can stay very simple. If there are no paths you need to restrict from compliant crawlers, an empty file or no file at all can be fine.
When you do need rules, use them for crawl behavior, not secrecy. Examples might include internal search-result pages, duplicate parameter paths, staging-like public areas that should not be crawled, or other low-value URL patterns that create unnecessary crawl traffic.

The User-agent: * group applies the rules to crawlers generally.
Each Disallow line names a path you do not want crawled. The Sitemap line can point crawlers to the sitemap using an absolute URL.
If Google needs those files to render and understand the page, blocking them can make the page harder to evaluate. Technical-looking does not automatically mean unimportant.
This is the mistake worth remembering. Google explicitly warns against using robots.txt as the method for keeping a web page out of search results.
If a page is blocked from crawling but other pages link to that URL, Google may still know the URL exists and may show the URL in search results without a normal description because it could not crawl the content.
Disallow: /private-page/ and assuming the page can never appear in Search.
For pages that must not appear in Search, use the appropriate indexing or access control, such as noindex where applicable or real authentication for private material.
There is another catch: a crawler has to be allowed to access a page before it can read a page-level noindex directive.
Blocking the URL in robots.txt and adding noindex to the blocked page can work against your own intention because Google may never fetch the page to see the noindex rule.
A sitemap is most useful when it contains the canonical URLs you genuinely want search engines to discover and consider for indexing. For a small-business website, that usually means the homepage, useful service pages, location pages that have real unique value, important guides or articles, and other public pages that deserve to exist in Search.
It usually does not mean every URL your server can technically generate.
Google recommends using fully qualified absolute URLs. So use https://example.com/services/plumbing, not /services/plumbing.
Google also says a single sitemap can contain up to 50,000 URLs or 50 MB uncompressed. If your neighborhood plumbing company hits that limit, we need to have a completely different conversation.

The lastmod value can help Google schedule recrawls when it is consistently accurate.
The useful part is the phrase consistently accurate.
Update the date when the page changes in a meaningful way, such as substantial main content, structured data, or important links. Do not touch every sitemap date every morning because the copyright year, footer, or some tiny shared element changed.
Google ignores the sitemap priority and changefreq values, so there is no prize for assigning your homepage a priority of 1.0 and glaring at the other pages until they understand the hierarchy.
For most small sites, a clean list of canonical URLs plus truthful lastmod dates is enough. You do not need to fill the XML with fields Google does not use.
Google supports several ways to make a sitemap available. The two easiest for a small-business site are Search Console and a Sitemap: line in robots.txt.
Search Console is especially useful because it shows when Google processed the sitemap and whether it found errors. Adding the sitemap URL to robots.txt gives crawlers another straightforward way to discover it.
Submitting a sitemap does not guarantee Google will crawl every URL, and it definitely does not guarantee indexing or rankings. Google calls sitemap submission a hint. That is still useful. It just is not a summoning ritual.

robots.txt should control crawling. Your sitemap should list important canonical URLs. Indexing controls should handle indexing.
Once each piece is doing its own job, the setup gets boring. Boring is excellent when the alternative is accidentally hiding half the website from a crawler.
